Subdivision • Planning • Approvals
Clear guidance through Western Australia’s subdivision process.
Subdividing land involves planning rules, applications, consultants and multiple authorities. PMWA coordinates the process so owners can move from opportunity to approved lots with less friction.

Understanding subdivision
What does subdivision mean in WA?
Subdivision is the formal process of dividing a single parcel of land into two or more lots that can be sold, developed or held separately. In Western Australia this is regulated primarily through the Western Australian Planning Commission (WAPC), local government and related service authorities.
A successful subdivision is rarely just a line on a plan. It usually requires assessment of zoning and density codes, access and services, drainage, bushfire or other site constraints, and coordination of surveyors, planners, engineers and utilities.
Owners often start with a simple idea — create an extra lot, free up equity, or prepare land for a house-and-land package. The pathway from that idea to new certificates of title involves sequential applications, conditions and clearances that need careful tracking.
- WAPC subdivision application and assessment
- Local government and agency referrals
- Conditions of approval and clearances
- Survey, services and final title creation
Typical reasons people subdivide
Landowners and investors pursue subdivision for a range of practical outcomes:
Create an additional lot for sale or development
- Separate an existing dwelling from surplus land
- Prepare sites for land & build packages
- Improve the flexibility and value of a holding
- Align land with current planning controls
The pathway
How a subdivision typically progresses
Every site is different, but most projects follow a recognisable sequence from early feasibility through to titles. PMWA helps keep each stage organised and moving.
01 — FEASIBILITY
Understand the opportunity
Review zoning, lot size requirements, access, services and any site constraints. Confirm whether subdivision is realistic and what broad costs and timeframes may apply.
02 — APPLICATION
Prepare and lodge with WAPC
Coordinate the subdivision plan, supporting information and required consultant input. Lodge the application and manage referrals to local government and other agencies.
03 — CONDITIONS
Satisfy approval requirements
Once conditional approval is issued, track and complete conditions — engineering, drainage, contributions, easements, service connections and other clearances.
04 — COMPLETION
Clearances and new titles
Obtain final clearances, complete the deposited plan process and move through to the creation of new certificates of title for the subdivided lots.
